காவிரி டெல்டா பகுதிகளில் கடல்நீர் புகும் அபாயம்?

புதுடில்லி: புவி வெப்பமயம் காரணமாக, கடல் நீர் மட்டம் அதிகரிப்பதால், மும்பை, கேரளா உள்ளிட்ட கடலோரப் பகுதிகள் பாதிக்கப்படும் ஆபத்து ஏற்பட்டுள்ளதாக ஆய்வில் தெரிவிக்கப்பட்டுள்ளது. கிழக்கு கடற்கரைப் பகுதிகளும், டெல்டா பகுதிகளும் அதனால் பாதிப்படையும் என்றும் கூறப்பட்டிருக்கிறது.


ஐ.நா.,வுக்கு அறிக்கை

புவி வெப்பமயமாகி வருவது குறித்து, 120 அமைப்புகளைச் சேர்ந்த 220 விஞ்ஞானிகள் ஆய்வுசெய்து, அதுகுறித்த அறிக்கையை ஐ.நா.,வுக்கு அளித்துள்ளனர். கடந்த 2004ல் சுனாமியால் பாதிக்கப்பட்ட தமிழகத்தின் நாகபட்டினம் மற்றும் கடலோரப் பகுதிகளான கேரளாவின் கொச்சி, ஒடிசாவின் பிரதிப் ஆகிய இடங்களுக்கு நேரடியாகச் சென்று, இந்தக் குழு ஆய்வு நடத்தியது.

வாழ்வாதாரம் பாதிப்பு

அந்த அறிக்கையில் தெரிவிக்கப்பட்டுள்ளதாவது:கடலோரப் பகுதிகளுக்கு நேரடியாகச் சென்று ஆய்வு நடத்தியதில் பல ஆச்சர்யமான, அதேநேரத்தில் அதிர்ச்சியான தகவல்கள் தெரியவந்தன. 1990-2100 வரையிலான காலத்தில், கடல் நீர் மட்டம், 9 செ.மீ. உயரத்தில் இருந்து, 90 செ.மீ., உயரம் வரை அதிகரிக்க வாய்ப்புள்ளது. இதன் காரணமாக, அந்தப் பகுதிகளில் நிலத்தடி நீர் உப்புத் தன்மையுடையதாக மாறும். கடலோரப் பகுதிகளில் வசிப்பவர்களின் வாழ்வாதாரம் பாதிக்கப்படலாம். நெல்,கரும்பு விளையும் நஞ்சை நிலங்களின் தன்மையும் பெரிதும் பாதிக்கப்படலாம். நாட்டின் மேற்கு கடற்கரையோர பகுதிகளான குஜராத்தின் கட்ச் மற்றும் மும்பை, தெற்கு கேரளா, கொங்கன் கடற்கரையோர பகுதிகள், அதிக பாதிப்புக்கு உள்ளாகும்.

கங்கை, கிருஷ்ணா, கோதாவரி, காவிரி மற்றும் மகாநதி ஆகிய டெல்டா பகுதிகளுக்கும், அதைச் சுற்றியுள்ள நீர்ப்பாசன பகுதிகளுக்கும் ஆபத்து ஏற்படும். நாட்டின் மிக முக்கியமான பொருளாதார மற்றும் கலாசார பகுதிகளுக்கு ஏற்படும் இந்த பாதிப்பால், சில மாநிலங்களுக்கு குறிப்பிடத் தகுந்த விளைவுகள் ஏற்படும்.

ஆய்வில் தகவல்

நாகப்பட்டினம் மற்றும் அதைச் சுற்றியுள்ள பகுதிகளில் "டிஜிட்டல் இமேஜ் ப்ராஸசிங்' முறை மூலம் நடத்தப்பட்ட ஆய்வில், கடல் நீர் மட்டம், ஒரு மீட்டர் அளவுக்கு அதிகரித்தால், 4.2 ச.கி.மீ., அளவுக்கு, கடல் நீர் புகுந்து விடும் என்றும், இரண்டு மீட்டர் அளவுக்கு அதிகரித்தால், 42.5 ச.கி.மீ., அளவுக்கு கடல் நீர் புகுந்து விடும் என்றும் தெரியவந்தது. அதேநேரத்தில், கொச்சியில் நடத்திய ஆய்வில், ஒரு மீட்டர் உயரத்துக்கு கடல் நீர் மட்டம் அதிகரித்தால், 169 ச.கி.மீ., அளவுக்கும், இரண்டு மீட்டர் உயரத்துக்கு கடல் நீர் மட்டம் அதிகரித்தால், 599 ச.கி.மீ., அளவுக்கு கடல் நீர் புகுந்து விடும் என்றும் தெரியவந்துள்ளது. இவ்வாறு அந்த ஆய்வில் தெரிவிக்கப்பட்டுள்ளது.

இந்திய பருவநிலை மாற்றம் குறித்து 120 அமைப்புகளை சேர்ந்த 220 விஞ்ஞானிகள் ஆராய்ந்து, ஐக்கிய நாடுகள் சபையின் பருவநிலை மாற்ற அமைப்புக்கு அறிக்கை அளித்துள்ளனர். இந்த விஞ்ஞானிகள் அழிவு உண்டாக்கத்தக்கதும், சுனாமி தாக்கியதுமான தமிழ்நாட்டின் நாகப்பட்டினம், `பேக் வாட்டர்' என்று அழைக்கப்படுகிற உப்பங்கழிகளால் சூழ்ந்த கேரளாவின் கொச்சி, ஒடிசாவின் பாரதீப் உள்ளிட்ட பல்வேறு பகுதிகளுக்கு நேரில் சென்று ஆராய்ந்தனர்.

அவர்கள் தாக்கல் செய்த அறிக்கையில் கூறப்படுட்ள்ளதாவது:

1990-2100 ஆண்டுகளுக்கு இடையே கடல் நீர் மட்டம் 3.5 அங்குலத்திலிருந்து 34.6 அங்குலம் அளவிற்கு உயர்கிற வாய்ப்பு உள்ளது. இதனால் கடலோர நிலத்தடி நீர் உப்பு நீராகும். சாகுபடி நிலங்கள் அழியும். மதிப்பு மிகுந்த சாகுபடி நிலமும் மூழ்கி விடும். அந்த வகையில் மேற்கு கடலோரப்பகுதியான குஜராத் மாநிலத்தின் காம்பே, கட்ச், மும்பை, கொங்கன் கடலோரப்பகுதி, தென் கேரளா ஆகியவை மூழ்கிவிடக் கூடிய ஆபத்துள்ள பகுதிகள் ஆகும்.

தமிழகத்தின் நாகப்பட்டினம் பகுதியில் கடல் நீர் மட்டம் 1 மீட்டரிலிருந்து 2 மீட்டர் வரை உயரும். இதனால் இந்த வட்டாரத்தில் 4.2 சதுர கிலோ மீட்டரிலிருந்து 42.5 சதுர கிலோ மீட்டர் வரையிலான பகுதி மூழ்கும் ஆபத்து உள்ளது என்று அதில் தெரிவிக்கப்பட்டுள்ளது.

Rising sea levels due to climate change is a major challenge that the country is faced with

Kerala's tranquil stretches of emerald green backwaters and Mumbai are among several locales on the western and eastern coasts facing threat from the rising sea level due to climate change.

Deltas of the Ganga, Krishna, Godavari, Cauvery and Mahanadi on the east coast may also be threatened along with irrigated land and adjoining settlements, according to a Government report.

"It is estimated that sea level rise by 3.5 to 34.6 inches between 1990 and 2100 would result in saline coastal groundwater, endangering wetlands and inundating valuable land and coastal communities. The most vulnerable stretches along the western Indian coast are Khambat and Kutch in Gujarat, Mumbai and parts of the Konkan coast and south Kerala," says the report submitted to the UN.

The report – India's Second National Communication to the United Nations Framework Convention on Climate Change – was prepared by multi—disciplinary teams and other stakeholders comprising more than 220 scientists belonging to over 120 institutions.

"The loss of these important economic and cultural regions could have a considerable impact in some states," it says.

The experts who prepared the report visited some vulnerable areas, including the 2004 tsunami—hit Nagapattinam in Tamil Nadu, backwaters surrounding Kochi in Kerala and Paradip in Odisha, in order to make a detailed impact study of the rise in sea level.

Estimated inundation areas

The study, using digital elevation model data (90 m resolution), digital image processing and GIS software, showed that estimated inundation areas are 4.2 sq km and 42.5 sq km in case where the sea level rise is 1.0 m and 2.0 m respectively in the region surrounding Nagapattinam.

"But for the same sea level conditions, 169 sq km and 599 sq km will be inundated in the coastal region surrounding Kochi," says the report.

To refurbish old tail-end sluices and construct new ones

Chief Minister Jayalalithaa on Monday unveiled a Rs 1,560-crore project to refurbish old tail-end sluices and construct new ones in the Cauvery delta districts to conserve rainwater during the monsoon and take measures to prevent incursion of sea water into agriculture lands. "Of the total Rs. 1,560 crore, Asian Development Bank will give Rs 1,092 crore as loan and the rest will be contributed by the State government," Ms. Jayalalithaa said in a suo motu statement in the Assembly.

She said the project would benefit the whole of Tiruvarur and Nagapattinam districts and 4.50 lakh acres of land in one section of Thanjavur district irrigated by the Cauvery, Vennar and Grant Anicut irrigation canals.

The Chief Minister said the project envisaged the reconstruction of tail-end regulators and the infrastructure connected with them. Besides, more sluices would be constructed in tail-end areas to store the rainwater for irrigation. "By this arrangement, groundwater level will be recharged and the water level in wells will go up," she said.

"Besides improving drainage in the delta districts, the project will also prevent seepage of sea water into land. The scheme will be implemented immediately on priority basis and will improve drainage in the delta region, the rice bowl of the State," she said.

Explaining the rationale for conceiving such a mega project, Ms. Jayalalithaa said that in 40 years, the sea level was likely to rise and lead to salt water flowing into agriculture land.

"In some places irrigation will be completely affected. The seepage will change the nature of the groundwater and increase salinity. Sea water is also likely to flow through the drainages in the tail-end areas and prevent the draining of rainwater into the sea," Ms. Jayalalithaa said.

She said the level of the Cauvery Delta region was on a par with sea level for 25 km and heavy rains during the north-east monsoon tended to severely affect the drainage system.

"As there is no facility to store rainwater, it flows into the sea and it cannot be used during the summer," she said, adding that there was a need to overcome the situation.

Congress member N.R. Rangarajan expressed the hope that the project entailed construction of check-dams, tail-end regulators and new sluices.
