When J. Jayalalithaa began her third substantive term as Chief Minister of Tamil Nadu last year, she was expected to undo some of the things that had gone wrong under the previous regime and take initiatives in areas that the Karunanidhi government had neglected. One year into her new term, those changes are more than evident. The All India Anna Dravida Munnetra Kazhagam government has strengthened the Public Distribution System by providing free rice, and raised rural income levels by providing free milch cows, goats and sheep to the poor immediately after assuming office. 

But change can lose its charm when it is done to fix things that ain't broke, when it is done simply for the purpose of reversing the previous government's schemes and projects. One such reversal was the overnight dismissal of 13,000 Makkal Nala Paniyalargal or people's welfare workers recruited by the DMK government. And then there was the move to drop the Uniform System of School Education just weeks before the academic year was to begin. Not that the USSE was without fault, but to slash the whole scheme in one sweeping stroke instead of trying to fix the defects in a structured manner showed a certain disregard for the interests of school-going children. 

The decision to not use the new Secretariat complex, and to move the Anna Centenary Library out of its well-furnished building also came through as politically coloured. Not surprisingly, time and energy which could have been spent more constructively went in fighting lost-cause legal battles over these rollback decisions.

To her credit, however, Ms Jayalalithaa also knew how to improve upon some of the DMK government's welfare measures. Although her government dropped the private insurer for the government's health scheme, the scheme itself got a makeover that made it a far improved version. Also, the government's drive against land-grabbing, initially seen as directed against DMK leaders, proved to be of great benefit to a large number of people who had lost their land to an organised mafia. 

The government has also been efficient in both short-term restoration and long-term rehabilitation after the death and destruction caused by cyclone Thane. Alongside some short-sighted steps motivated by political considerations, Ms Jayalalithaa unveiled a bold Vision Tamil Nadu 2023 document that aims to achieve 11 per cent economic growth and rid the State of hunger and poverty. 

For a party in power, good governance is the best way of conducting politics. The people of Tamil Nadu would like nothing better than for their Chief Minister to spend the next four years single-mindedly pursuing the goals set out in that document.

CHENNAI: A year after she stormed to power in Tamil Nadu, Chief Minister J. Jayalalithaa still enjoys wide support in the state. But the number of critics is rising too.

Reactions on one year of AIADMK rule varied as Jayalalithaa began her second year in office Wednesday,

It was on this day in 2011 that the actress-turned-politician took the oath of office -- for the third time since 1991.

Most of the poor seem happy. The government gives 20 kg of free rice to the poor and 35 kg for the very poor.

Four grams of 'mangalsutra' in gold is also given free to the poor besides the Rs.25,000 already provided during weddings.

The pension for the elderly, destitute, widows and differently abled women has been doubled to Rs.1,000. Compensation to fishermen who suffered during a 45-day fishing ban has been hiked.

Other election promises like free laptops for students, free mixers or grinders, fans and induction stoves, free sanitary napkins for rural women, free cattle for the poor and other schemes have been implemented.

"The free cattle scheme has benefited sections of the rural people and kindled the hopes of millions. It is a good scheme," Communist Party of India leader D. Pandian told IANS.

The middle class is, however, upset that bus fares and milk and power costs have shot up.

"My power bill has doubled and it is pinching. We are now reducing our power consumption," R. Raghunathan, a retired private sector employee, told IANS.

Power cuts are rampant

The chief minister's controversial stand of asking the central government to stop all construction at the Kudankulam Nuclear Power Project (KNPP) effectively delayed it by six months.

After initially backing local protests against the project, Jayalalithaa gave the green signal in March this year.

The Vision 2023 document released by Jayalalithaa has set a target of making Tamil Nadu one of the top three investment destinations in Asia by 2023.

According to CPI's Pandian, the Jayalalithaa government's stand on issues like the Mullaperiyar dam row with Kerala and the situation in Sri Lanka gained the support of all political parties.

The chief minister also wants the death penalty given to three people from Tamil Nadu for the 1991 assassination of former prime minister Rajiv Gandhi to be converted into life imprisonment.

Politically, however, Jayayalithaa is now a virtual loner. She upset electoral allies by going against one of them, the DMDK.

"The AIADMK thinks it has gained strength and does not need others. This thinking will have serious implications," Pandian warned.

Jayalalithaa has declared that the AIADMK will play a key role nationally in the times to come.

The government's decision to crack the whip on land grabbers has received popular backing.

According to the government, following 34,700 complaints, 1,299 people who had grabbed land were arrested and land worth Rs.758 crore was restored to the rightful owners.

Some pet schemes of former chief minister M. Karunanidhi like provision of free colour televisions for ration card holders have been scrapped and some have been re-launched.

More famously, Jayalalithaa has refused to shift the secretariat from Fort St. George to the new assembly and secretariat building. The latter, she said, will be converted into a hospital.

Jayalalithaa also maintains a distance from the central government. She is against some of the latter's initiatives, saying they encroach upon the states' autonomy.

The problem of electricity shortage in the State will soon be overcome, Chief Minister Jayalalithaa told the Assembly on Wednesday.

Replying to a debate on the completion of one year of her government, Ms Jayalalithaa said, "Even though my government accomplished several remarkable achievements in the last one year, I am aware that power shortage has not yet been eliminated." Her regime was making concerted efforts to tide over the problem.

On the role of Opposition, she said it was her firm opinion that democracy could not be established without the Opposition. In any issue, measures benefiting the majority could be undertaken only when different views were expressed and pros and cons weighed.

It did not mean that the Opposition had to oppose, for the sake of it, policies and schemes of the government. It would behove of the Opposition to point out positive and negative aspects of the government schemes and suggest ways for clearing the negative features.

Giving instances of the government responding positively to suggestions of the Opposition, the Chief Minister referred to the acceptance of the ideas made by Communist Party of India (Marxist) floor leader and deputy leader A. Soundararajan and K.Balabarathy and M. Arumugham of the CPI on a host of matters.

In this regard, she referred to the proposals for extending canteen facility to personnel of the Fire and Rescue Services and framing a housing scheme for employees of Police, Fire & Rescue Services and Prisons departments. When CPI (M) whip K. Balakrishnan and Congress member J.G. Prince raised the issue of filling vacancies in transport corporations, she had announced in the Assembly that retirement benefits would be given to those who retired from service in September 2010 and the vacancies would be filled, she recounted.

In the last one year, her government had made several accomplishments in a manner akin to swimming against the current. Expressing her wish that her government would like to continue to achieve more, she said what had been accomplished in the past one year would form the basis for further achievements. "People's dreams are getting translated into schemes. It is my government's objective to ensure that benefits of such schemes reach the public at the earliest. My government is taking suitable steps every day."

She sought the support of all parties for the efforts of her government to safeguard rights of the State.

The secretariat, which was brought back to the historic Fort St George after AIADMK supremo and chief minister J. Jayalalithaa stormed to power a year ago, was illuminated and the Assembly wore a festive look with floral decorations to commemorate the completion of one year of the AIADMK rule.

Ms Jayalalithaa was accorded a rousing reception when she arrived at the Assembly for the last day's proceedings of the budget session.

Speaker D. Jayakumar welcomed her with a bouquet of flowers followed by members of various political parties, making Wednesday a red letter day for the AIADMK.

Inside the House, political parties, including the Left, Congress, RPI and AISMK, barring the opposition DMDK (DMK boycotted the proceedings), lauded the chief minister for putting the state's economy back on track, and for good governance.

The CM was in a cheerful mood throughout and acknowledged when the members commended her efforts. Mr Jayakumar and finance minister O. Panneerselvam sang songs in praise of her.

She chose to give the estranged ally – the DMDK — adequate time to freely express its views. At one point, when party whip V.C. Chandrakumar became highly critical of the government amidst stout opposition from the treasury benches, the Speaker warned of expunging some remarks.

But, Ms Jayalalithaa magnanimously asked the Speaker to allow Mr Chandrakumar to speak and restrained her party members from protesting.

Later, she virtually left Mr Chandrakumar too dazed to react when she asked, "You say the government should have retained the bus fare implemented during the previous DMK rule and also reform the transport sector facing financial crunch. Can you suggest how this can be done?"

Ms Jayalalithaa said she had to transform hurdles into stepping-stones to record many achievements in the first year in office.

"Overcoming the debt burden left by the DMK and its mismanagement besides the Centre's indifference, we have turned the path of thorns into path of flowers," she said amidst thumping of desks.

In the process, she said, her government swam against the current to achieve growth trajectory. She recalled her government's pro-people initiatives.

CM's speeches in Assembly released

Chief minister J. Jayalalithaa released a collection of her speeches made in the Assembly, besides a short film on the achievements of her government, to commemorate one year in office of the ruling AIADMK.

In the Assembly, members were presented with copies of the book containing her speeches delivered on various occasions and also CDs.

The speeches, in CD format, a booklet containing the achievements of one-year rule of the chief minister and the book: Puratchi Thalaivi Amma's Inspiring Speeches, were brought out by the state information and publicity department to mark the occasion.

Ms Jayalalithaa released the compendium of her speeches, comprising three parts in Tamil and English. It was titled 'Puratchi Thalaivi Ammavin Amutha Mozhigal.

A CD containing a short film 'oorandu Pesum Oraandu Sadhanai' (One year of achievements, 100 years leap forward), a Tamil new year souvenir 'uthirai Pathikkum Chithirai,'coffee table book comprising important events of the one-year regime and stickers that symbolise the achievements of the government, were released by the chief minister. The first copies were received by Assembly Speaker D. Jayakumar.

Chief minister J. Jaya-lalithaa sought Wednesday cooperation of opposition parties for further growth of the state, even as she appealed to them to rise above politics and make constructive criticism.

She used the occasion of her AIADMK government entering the second year to say democracy would not be complete without opposition parties.

"Opposition parties does not mean opposing the government for sake of opposing it, but they should be in a position to advise the government."

CM said the ruling AIADMK always respected constructive views of the opposition and promptly implemented its suggestions.

Ms Jayalalithaa said, "Opposition parties should be like a ladle used to taste food being cooked in a vessel [government]. But if the ladle attempts to break the pot on the pretext of tasting food, it is better to treat the ladle differently."

Thanking those who praised her government for its achievements and others who listed shortcomings, the chief minister said when she took office in May 2011 she inherited a government burdened with debts. "I transformed the path of thorns into a path of flowers."

CAG report slams DMK government

In a scathing criticism of the erstwhile DMK government, the comptroller and auditor general (CAG) has said the losses incurred by the state's 67 functional PSUs increased from Rs 6,420.24 crore during 2005-06 to Rs 33,621.12 crore during 2010-11.

It said 40 PSUs earned a profit of Rs 592.09 crore and 23 PSUs made a loss of Rs 11,923.59 crore.

CAG said during 2010-11, TN Electricity Board suffered heavy losses (Rs 10,294.64 crore) and all eight transport corporations Rs 1,575.26 crore.

CHENNAI: Thanking the leaders of political parties who praised her for the achievements of the AIADMK government in its first year of the current term, Chief Minister J Jayalalithaa on Wednesday said, "The present achievements will form the base for us to scale greater heights." Responding to the felicitations offered by the leaders of various political parties in the State Assembly, the CM said the ruling party and the Opposition had a common agenda — development of the State and its people — and sought their cooperation taking Tamil Nadu ahead in the path to glory. 

"I thank all those who hailed the government's achievements, those opposition parties that praised the government for its achievements and pointed out the shortcomings and those opposition parties that have the policy of not appreciating the government at all," the CM said.

"The one year rule of the AIADMK showed that the rule of law has replaced autocracy in the State," Jayalaltihaa said taking an indirect dig at the previous DMK government and faulted it for leaving the State in ruins through its fiscal and mismanagement.

Citing the example of Edmund Hillary and Tenzing, who had scaled the Mount Everest overcoming all obstacles, Jayalalithaa said that the government headed by her had been swimming against a forceful current of many obstacles. The government had achieved several feats despite the Centre's indifference, inheriting a government laden with debt, misadministration, poor financial condition of the state electricity board, transport corporations and Aavin."

"Like Hillary and Tenzing, the AIADMK government has transformed these obstacles into stepping stones and put the State back on the track of growth," she said.
