CM Jayalalithaa hold Collectors-Police Meet

Jayalalithaa asks police to strengthen intelligence network

Chief Minister Jayalalithaa on Sunday said the police intelligence network in the State should be strengthened to keep a constant vigil on extremism and fundamentalism.

Delivering the inaugural address at the two-day conference of Collectors and Police Officers at the Secretariat, she said while enforcing the law, one should not underestimate even small incidents, as such incidents may have the potential to create communal or caste disturbances. Police officers should be highly alert and prevent such incidents by displaying adroitness in handling such complex issues.

Ms. Jayalalithaa said top priority would be given to periodical training of police personnel and equipping them with sophisticated arms, communication and logistic equipment for quick and accurate response.

"With the growing reach of terrorism and naxalism, there are multiple sources of threat to our society. I have always sought to ensure that extremism is countered effectively and is not allowed to foster divisive tendencies within the fabric of our society. I am sure the police will undertake sincere efforts to ensure a peaceful environment in Tamil Nadu. Keeping these destructive influences under check is a pre-requisite for the State to move forward on the path of development at an accelerated pace," she said.

Mentioning that one of the objectives of the conference was to primarily focus on effective maintenance of law and order, she said the State government had embarked on a course of putting down anti-social elements and rowdies and also gave a free hand to the police to handle all issues without any fear.

Swift and stringent action against land grabbers had restored confidence in the State government and in the police among the general public. This action would be followed up by restoration of lands and properties to the original owners through due process of law, she said.

Stating that corruption was the biggest hindrance to achieving the goal of good governance, she said that as district heads, Collectors had the onerous task of cleaning up the system and improving service delivery. They have to live up to the expectations of the people as their efficiency or lack of it reflected on the government.

She said her government was resolved and committed to giving a clean, transparent, efficient and responsive administration. She also said several electoral promises had been translated into various schemes and programmes.

Tiruvallur to get fisheries institute; solar power system for new hospitals

Chief Minister Jayalalithaa on Monday made several announcements, including the establishment of an institute of fisheries technology in Tiruvallur district, declaration of Chitra Pournami as a religious festival and the provision of solar energy system in new government hospitals.

The proposed institute would be set up to impart vocational training courses in fisheries and affiliated to the Fisheries University, being established at Nagapattinam.

Fishermen in Ramanathapuram district would be permitted to go for multi-day fishing in deep seas against the present arrangement of permitting only single-day fishing. The token system would be adopted in this regard.

Another announcement regarding fisherfolk was that when fishermen were reported missing in the high seas, helicopters would be hired on need basis for effective search and rescue operations.

Sophisticated high-speed boats would be provided to coastal security and marine police for search and rescue.

The announcements were based on requests of the Collectors which were all agreed to in principle. Secretaries concerned, the Chief Minister said in her concluding address at the Collectors' Conference, would ensure that the orders were issued quickly. The number of her announcements was 43.

An official said that the government would declare Chitra Pournami as a religious festival in Tiruvannamalai district. Consequently, the Hindu Religious and Charitable Endowment Department would provide financial support towards the conduct of the festival.

To enable the removal of silt from channels in the Cauvery basin area before the release of water from the Mettur dam in June, administrative sanction would be given in January every year instead of May as done now. All maintenance works of tanks and channels would be taken up in January immediately after the dam was closed for irrigation. Integrated operations of silt removal and hyacinth would be carried out in Tiruvarur district.

Action would be taken to include small onions in the National Horticulture Mission. For helping horticulture farmers of Krishnagiri, Aavin would examine the option of purchasing excess mangoes and processing them as mango milk shake and supplying them to noon meal centres.

The Ponneri revenue division would be bifurcated to the Ambattur division that would include the Madhavaram taluk too. A ring road for Vellore, provision of additional water supply to the Tuticorin town and a master plan complex for Cuddalore was sanctioned. The district hospital in Tiruvallur would be upgraded to provide trauma care. As some revenue villages in Kanyakumari district were very large, they would be re-organised. The Public Works Department would take up investigation for anti-sea erosion measures in Kanyakumari.

A truck terminal in Tuticorin, flyovers in Coimbatore's Ukkadam and Athupalam and Western Ring Road and the establishment of a bus body chassis unit on the outskirts of Namakkal had been approved. The possibility of widening and relaying Periyakulam-Kodaikanal would be examined.

Short messaging system (SMS)-based attendance system would be introduced for school teachers all over the State. The post of PA to Collector (legal matters) would be created in all districts. Laptops with printers would be supplied to all village administrative officers. The Tourism Department would develop Vathal Hills as a tourism spot, for which a 12-km-long link road would be laid under the scheme of Tamil Nadu Village Habitation Improvement (THAI).

The share of financial contribution from the Hindu Religious and Charitable Endowment Department towards the conduct of the Maha Deepam festival in Tiruvannamalai would be enhanced from the present level of 50 per cent to 70 per cent.

AWARDS FOR COLLECTORS

Chief Minister Jayalalithaa distributed awards to best performing Collectors and police officers.

The first place in the category of award for best disposal of petitions referred by Chief Minister's Special Cell for 2011 went to Jayashree Muralidharan, Tiruchi District Collector; the second place – Darez Ahamed, Perambalur District Collector, and the third place for C. Munianathan, Tiruvarur District Collector, and U. Sagayam, Madurai District Collector.

In respect of police officers, the award had been given to P. Kannappan, Police Commissioner, Madurai and M. Annadurai, Superintendent of Police, Tiruvarur,

The award for services to differently abled persons was presented to A.C. Mohandoss, former Vellore Collector [2003] (first slot); R. Venkatesan, former Kancheepuram Collector [2004] (second slot) and Gopalakrishnan, former Vellore Collector [2006] and M. Vallalar, former Dindigul Collector [2011] (third slot). The award for best Collector in eradication of child labour 2009 had gone to K. Maharabhushanam, Salem Collector.

Chennai, Nov 14: Tamil Nadu Chief Minister J Jayalalithaa today announced that she would have monthly video-conferences with district collectors to get a first hand information about the facilities there.

In her concluding speech at the Collectors conference here, she said she would have monthly video-conference with group of Collectors to see for herself the various facilities in the districts. "I would like to be shown, the Noon-Meal Centres, SC, BC Hostels, sanitary complexes, village roads, PDS shops, and any other aspects, which the Collectors may like me to see," she said. Stating that she valued the thoughts, ideas and proposals, of the District Collectors, the Chief Minister said "the hall mark of good governance, is a strong and connected network.

I believe that Collectors are the baton holders in my team.'' She has great faith in the Collectors, she said adding, "the process of governing, has now become complex and reiterated that the aspirations of the people are high, and we have to fulfill them." Ms Jayalalithaa said the prime focus in her government was on agriculture and strongly believed that all inputs have to be seasonal. "It is a criminal waste to distribute fertilizers after the need ceases to exist. Collectors must have, an intelligent analysis, and synthesis of issues.

A buoyant agricultural sector checks migration, restores peace and happiness, ensures food security, and creates vibrant villages," she said. Ms Jayalalithaa said her personal pet subject was children and youth. She passionately believed that every child should be given an opportunity to acquire education, enjoy good health, a reasonably decent childhood, and should be equipped to become a meaningful and valuable asset to society. "The collectors should be very sensitive to the environment in schools, hostels and food served in the hostels.

There is a plethora of beneficial programmes, in various departments and the collectors should be fully conversant, with the objectives of the programme, and the target groups," she said. She said thousands of crores are spent annually, yet "we are still short of achievements. The spirit of any good welfare scheme, has to metamorphose, into achieving the actual goal and realisation of benefits. Completion of schemes, in terms of statistics alone, will be inadequate," the Chief Minister said.

She said women should be a special target group and women's health, hygiene, education, and income generating programmes, warrant the Collectors' personal attention. The Collectors must remember that women and children are very vulnerable. "We cannot afford to be lax, in ensuring their support system. The Collectors should also effectively monitor, the government freebies like the distribution of milch animals, which the Chief Minister said was to strengthen, the backyard economy, of the women. The distribution of mixies and grinders, is again, only to spare them, daily back breaking drudgery. It is imperative that drinking water, should be made available, if not at the doorstep, at least nearby.

Ms Jayalalithaa said the Collector should keep a vigil on the government lands available. "It is disturbing that the government's wealth is the first casualty, poached upon by unscrupulous elements. Temple lands/local body lands/Government of India poramboke lands, every kind of land, in fact, needs vigilant and intelligent monitoring," she added. Constant monitoring would deter diabolical designs. Such uncared for lands spawn slums and will stall development programmes, she said.

The Chief Minister said her aim was to ensure, that all needy families in the State are provided with houses. "The aim may be of gigantic proportions and daring. Nevertheless, I am determined to see it through," she said. The Delta Collectors should come up, with innovative, post-harvest measures, to tackle food grain wastage, theft and diversion, while the Coastal District Collectors, should be well-versed, in the schemes of the Fisheries Department. Collectors in and around Chennai, should be involved, in environmental concerns, such as garbage dumping yards, back waters pollution, protection of water bodies, to mention a few.

Conceding the requests of the Collectors, Ms Jayalalithaa made as many as 43 annoncements on developing various infrastructure facilities in the state. She announced that fishermen in Ramanathapuram District, will be permitted to go for multi-day fishing in deep seas, as against the present system of permitting only single day fishing, according to the token system. An Institute of Fisheries Technology, affiliated to the Fisheries University being established at Nagapattinam, will be set up, in Tiruvallur District, to impart Vocational Training Courses, related to the Fisheries Sector.

Ms Jayallaithaa announced that helicopters would be hired on need basis for effective search and rescue operations when fishermen were reported missing in the high seas. Sophisticated high speed boats will be provided for Coastal Security and Marine Police for search and rescue operations, she said. In order to improve administrative efficiency and service delivery, the Ponneri Revenue Division will be bifurcated, and a new Division comprising Ambattur and Madhavaram Taluks, with headquarters at Ambattur, will be created. The Burns Ward at Sivakasi Government Hospital will be upgraded.

A training unit will be established for training personnel working in the fireworks manufacturing Industry at Sivakasi, she said. Ms Jayalalithaa announced that Self Help Groups will be trained to segregate plastic waste and make pellets for use in laying plastic-mixed Bitumen Roads. SMS Based attendance system for School Teachers will be introduced in all districts. To help the Horticulture Farmers of Krishnagiri, Aavin will examine purchasing of the excess Mangoes and processing it as Mango Milk Shake for supply to Noon Meal Centres.

All maintenance works of tanks and channels will be taken up in January, immediately after the Mettur Dam is closed, so that they will be in good condition before the opening of Mettur Dam in June, she said. To help small-onion farmers, action will be taken to include small onions in the National Horticulture Mission. The minimum age limit prescribed for the Differently Abled persons to get pension is 45 years. This will be reduced to 18 years. A post of PA to Collector (Legal matters) will be created in all the Districts. Laptop Computers with printers will be provided to all the Village Administrative Officers for better service delivery to the people.
