EVMs tamper-proof or not? PMK’s Ramadoss ready for demo ‘it can be’

Chennai, 07 August (Asiantribune.com): The Election Commission has invited all those who had expressed fears about the possibility of the (Electronic Voting Machines) EVMs being tampered with, to come and demonstrate the same.

The Election Commissioner S.Y. Qureshi had said that the EVMs could only be broken but not tampered with. This time new EVMs will be used in the five by-elections. Tamil Nadu Chief Electoral Officer Naresh Gupta had said that the new machines would have advanced features like reading time wise polling and the number of votes polled at a particular time.

But the AIADMK supremo Jayalalithaa had cited the possibility of EVMs being tampered with as one of the reasons for boycotting the by-elections scheduled for August 18. Such sweeping allegation are also being made by her allies, PMK and MDMK.

In the meantime Chief Minister M. Karunanidhi, on Thursday defended the EVMs. They were superior to those used in Europe, he said. The Commission is a neutral body.

He wondered why AIADMK general secretary Jayalalithaa and her allies had not rushed to New Delhi for demonstrating that electronic voting machines (EVMs) could be tampered with. He said they should prove their point.

Mr. Karunanidhi also asked how the AIADMK won the 2001 Assembly elections when also EVMs were used.

It’s right of the voter to know to who his vote went

On Wednesday, reiterating her argument that electronic voting machines (EVMs) can be tampered with, Ms. Jayalalithaa said that it was to ensure that democracy, in its true sense, was brought back, that her party decided to boycott by-elections to five Assembly constituencies in Tamil Nadu.

“In a democracy, every voter should know whether the vote cast has gone to the candidate or party it was meant for. In the absence of such certainty, the entire democratic process will be rendered a mockery,” she said in a statement here.

Ms. Jayalalithaa argued that the main problem was that in an electoral exercise, if tampering or hacking of EVMs was suspected, and even if there was no means whatsoever to ascertain or prove before authorities or the court that hacking had been done, it should not be used.

“It is equally impossible to prove that hacking has not been done. The reason for this is that the EVMs in use in our country do not generate a hard copy or a coded print-out,” she said.

Ms.Jayalalithaa pointed out that most of the developed nations had given up using the EVMs, on the ground that they were an unreliable system for registering votes, for the simple reason that the voting machine works on a programme fed into it.

“And any programme made by man can be de-programmed or re-programmed and therefore becomes susceptible to the phenomenon of “hacking,” she said.

‘Ready for demo’

In the meantime Pattali Makkal Katchi founder S. Ramadoss said on Thursday at Dharmapuri, “We are planning to conduct a demonstration before the Election Commission officials to prove that electronic voting machines can be tampered with in Chennai next week and after that in New Delhi,”

MUMBAI: Online credit card transactions may see a dip in August as only 20-30% of online credit card users have signed up for the second Personal Identification Number (PIN). But, banks are expecting a pick up in the numbers as they have started sending out SMS and email alerts to their customers in the past few days.

An ICICI Bank spokesperson said: "We have started sending out email and SMS alerts very recently and are receiving a very good response for registration from credit card customers as there are no exceptions to the RBI guideline." ICICI Bank has 20 million registered users for internet banking.

Interestingly, the number of active, online credit cards users is estimated at 4-5 million out of 30 million credit card customers in India.

According to industry estimates, only 7-15% of a bank's customer base sign up for net banking. Of these registered customers, 30-40% use net banking frequently.

Even newer entrants such as Kotak Mahindra Bank have seen 10,000 out of 15,000 customers sign up for second factor authentication. For customers who haven't registered for the additional password yet, banks have a provision of signing up for these passwords on their web sites even now. RBI had asked banks to implement two factor authentication to ensure safe and secure online transactions from August 1.

"Having an additional password was a voluntary exercise till last month. RBI stipulations now make it compulsory. It's just a single password but if banks insist, we can even introduce features like a one-time password going forward," said TV Seshadri, vice-president & country general manager MasterCard Worldwide.

Visa and MasterCard introduced Verified for Visa and MasterCard Secure codes, respectively, a few months ago to get customers used to the practice. Customers had to create an additional online PIN which wouldn't be mentioned on the plastic.

Online use of debit/credit cards got a fillip after the introduction of online railway and flight bookings. Web sites such as IRCTC, make my trip and yatra.com witness maximum number of hits. However, credit card customers have increasingly started paying utility bills such as mobile and electricity through net banking, bankers said.

According to a study conducted by RSA, major Indian banks lost funds to the tune of Rs 36.5 crore on account of fraudulent transactions and 13,000 such cases were filed in India.

"The two-stage security screening makes the possibility of fraud or theft of username and password of a customer nearly impossible as it involves simultaneous use of multiples gadgets like a computer and mobile phone," said KVS Manian, group head retail liabilities & branch banking, Kotak Mahindra Bank. A security breach can happen only if the customer becomes careless at his end.

New Delhi, Aug 1 (IANS): Maintaining that the Electronic Voting Machines (EVMs) are "fully tamper-proof", the Election Commission Saturday invited political parties and others who have raised doubts about the credibility of the machines to come for a demonstration that would set their misgivings at rest "once and for all".

Days after Bharatiya Janata Party (BJP) leader L.K. Advani and other political leaders voiced doubts about the reliability of the EVMs that were used during the April-May Lok Sabha polls, the poll panel in a statement said: "The Election Commission remains entirely satisfied that EVMs cannot be tampered with. These are fully tamper-proof.


"So far, no one has been able to demonstrate that EVMs used by the Election Commission can be tampered or manipulated.

While "completely rejecting the contention regarding fallibility of the EVMs", the Commission said: "It has now decided to go the extra distance by inviting all those who have expressed reservations about the machine to come and demonstrate the points made in their allegations."

It invited those who had approached the courts and political parties to its headquarters in New Delhi in the first week of August for a demonstration.

The meeting would be held in the presence of technical experts as well as engineers representing the EVM manufacturers.

"The Election Commission expects that the demonstration would once and for all set at rest any misgiving anywhere in the interest of the country's electoral democracy," the statement said.

On July 27, the apex court had refused to entertain a lawsuit by an election watch group that had raised doubts about the EVMs and asked it to approach the commission first.

The commission said July 22 it had written to one of the petitioners to come and demonstrate the "so called manipulation of the EVM".

The commission said the petitioners approached them only after the Supreme Court rejected their appeal. The poll panel replied to them Friday, reiterating its invitation to them to come and demonstrate how the machine could be tampered with, as they have alleged, next week.

"EVMs have served the country's elections well. These were introduced after long ranging political, technical and administrative consultations since 1979. The use of machines has helped prevent several electoral malpractices and resulted in more efficient conduct of elections," the statement added.

The commission said judgments from various courts have upheld the use of EVMs and technical experts have endorsed the machines from time to time.

"In fact, the Karnataka High Court has hailed the EVM as 'a national pride'. Similarly, the Madras High Court, after elaborate consideration of the issue in a batch of petitions in 2001, rejected allegations that the EVMs could be tampered with," it added.

The commission said similar petitions have been filed before the Madras High Court, the Bombay High Court and the Madhya Pradesh High Court (Jabalpur bench).

It reiterated that unlike the machines used by other countries, which are based on operating systems, the software in the EVM chip is one-time programmable and the programme is burnt into the chip at the time of manufacture.

"Nothing can be written on the chip after manufacture. The EVM in India is a fully stand-alone machine without being part of any network and with no provision for any input. In addition, elaborate administrative measures and procedural checks are in place to make the EVM doubly safe against any possible tampering or misuse. So, it is completely tamper proof," it said.

Advani and some other political leaders had recently sought that the Election Commission revert to the old method of using ballot papers for elections.

The BJP leaders alleged the EVMs could be tampered with, and had cited the case of Germany where the EVMs were scrapped.

Former bureaucrat Omesh Saigal, who was the first to raise the issue of the possibility of EVMs being tampered with, has also been invited by the Election Commission for a demonstration between Aug 3 and 7.
